Message from the Chief Compliance & Communications Officer
Dr. Roy L. Youngblood, Jr. serves as the Interim Compliance Officer for Cantex Continuing Care Network, where he provides strategic oversight of the organization’s compliance, ethics, privacy, regulatory, auditing, monitoring, and investigative functions across a diverse continuum of healthcare services, including skilled nursing, post-acute care, hospice, home health, pharmacy, managed care, and provider operations.
With more than a decade of healthcare leadership experience, Dr. Youngblood has dedicated his career to advancing ethical healthcare practices, regulatory excellence, organizational integrity, and patient-centered care. He is widely recognized for his ability to build collaborative relationships with executive leadership, legal counsel, operational teams, and clinical stakeholders while helping organizations navigate complex regulatory environments and emerging compliance risks.
Prior to joining Cantex, Dr. Youngblood served in senior compliance leadership roles for nationally recognized healthcare organizations. Throughout his career, he has led enterprise compliance programs, internal investigations, privacy initiatives, risk assessments, auditing and monitoring activities, and regulatory response efforts across multiple healthcare sectors.
Dr. Youngblood’s educational background reflects his commitment to lifelong learning and professional excellence. He earned his Bachelor of Science degree from Southern University and A&M College, followed by a Doctor of Chiropractic degree from Texas Chiropractic College. Recognizing the growing importance of healthcare regulations and governance, he later earned a Master of Laws in Healthcare Law from Regent University School of Law, where he focused on healthcare regulations, fraud, waste, and abuse prevention, privacy, and healthcare governance. He further advanced his expertise through a Post-Graduate Certificate in Corporate Healthcare Compliance from The George Washington University School of Professional Studies. In addition to his academic accomplishments, Dr. Youngblood maintains professional certifications in healthcare compliance, privacy, and internal investigations, demonstrating his ongoing commitment to industry’s best practices and regulatory leadership.
What distinguishes Dr. Youngblood most is his passion for serving the elderly, chronically ill, and vulnerable populations entrusted to the healthcare system. He firmly believes that compliance is about far more than regulations—it is about protecting patients, preserving dignity, promoting quality outcomes, and ensuring that every individual receives safe, compassionate, and ethical care. This commitment has been a driving force throughout his professional journey and remains central to his leadership philosophy today.
Born and raised in Baton Rouge, Louisiana, and now residing in Dallas, Texas, Dr. Youngblood brings a unique combination of clinical experience, legal education, compliance expertise, and servant leadership to the healthcare industry. His passion for protecting vulnerable populations and fostering ethical healthcare environments continues to guide his work every day.
